Dubai Municipality Participates In Beautyworld MIDDLE EAST Exhibition

Dubai Municipality, represented by the Dubai Central Laboratory (DCL) and the Public Health and Safety Department, is participating in the beautyworld Middle East 2019 exhibition, which is being hosted by Dubai International Convention and Exhibition Center from 15 to 17 April with a wide range of international perfume brands as well as a number of regional perfume manufacturers.

The exhibition has sections for hair, nail and salons supplies; cosmetics and skincare products; professional equipment, spa and wellness; machinery, packaging, raw materials; fragrance; personal care and hygiene. Dubai Municipality’s participation in the event is part of achieving its vision of building a happy and sustainable city by seeking to ensure safety and public health.

Based on Dubai Government’s strategic plan to raise quality standards and protect consumers, the Dubai Municipality has been involved in providing analytical services, studies and scientific research to realize its vision by 2021 to make the Municipality a global reference and to develop Dubai as one of the first smart and sustainable cities in the world achieving a control and development system, at levels appropriate to that vision.

The Municipality always seeks to provide the best services to customers and develop continuously, especially in the field of consumer goods in order to protect consumers from products that do not meet the specifications, which harm the public health and safety in the first place, and also impact on the national economy.

These efforts have resulted in the launch of the Perfume Inspection Service to achieve Dubai Municipality’s strategic objectives in maintaining public health and safety in line with the Dubai Strategic Plan. The Municipality also ensures that the laboratory did not prevent the circulation of any kind of consumer materials, and that the service was provided to ensure the conformity of goods and products traded in the markets of the Emirate to the approved standards.

Fragrance is a combination of essential oils and volatile compounds, in addition to stabilizers and solvents, whose purpose is to give the human body, objects or place a pleasant smell. Natural extracts from plants and flowers, chemical compounds manufactured and identical to nature and innovative compounds by changing the natural aromatic compounds to produce compounds with unique odor compounds are essential ingredients of perfumes.

The use of various types of aromatic products has increased significantly over the past few decades. Because some of these products may cause health problems, consumer health must be protected. Aromatic skin contact or ingestion may cause asthma, sinus problems, dermatitis, migraines, itching or allergies. It was our duty to apply safety standards to the products in order to provide maximum safety for the health of the consumer, to verify the presence of elements and products with a negative impact, to ensure the quality of products in the region and to verify the presence of allergens in the perfume products and their analysis.

The main ingredients in the aromatic products are the basic fragrance (raw), the secondary ingredients, the odor stabilizers and the solvent solution for the ingredients. The Department has also placed conditions called the conditions for the product’s stickers, which includes a “for external use only” sticker, product name and type, ingredients, manufacturer’s name and / or brand name, country of manufacturing, quantity of content (milliliters) and classification number.

Dubai continued to be the world’s leading hub for cosmetics and beauty products, is seeking growth in various sectors, especially in the luxury goods and cosmetics sector. The Emirate is distinguished with its purchasing power for such products as many of the global companies operating in the sector aims to have their presence in Dubai to spread in to many places in the region.

Studies show that the cosmetics and perfumes market in the Middle East is growing steadily. The luxury goods sector in the Middle East has also grown and Dubai has competed with many international cities such as New York, Singapore, Paris, and London in terms of luxury brands in the cosmetics market. Major malls in Dubai have an added advantage compared to some of these cities, in addition to the purchasing power of individuals.

The exhibition, which has attracted the largest cosmetics and perfume companies in the world and the region, has witnessed an increase in exhibitor participation compared to last year. The exhibition focuses on cosmetics free from harmful substances, chemicals and the introduction of a new beauty world.

In this regard, the participation of Municipality in the exhibition is part of the role of the Consumer Products Laboratory Section, which conducts various tests on aromatic products including visual examination, impurity examination, and tests for determining the content of essential oils, ethanol, methanol, propane-1, diethyl phthalate, Bitrex and allergens.

The laboratory has the latest high-precision devices and advanced technologies for testing and extracting results. These devices include Gas Chromatograph Mass Spectrometer (GC-MS), Ultra Performance Liquid Chromatograph (UPLC), Refractometer, Polarimeter, and Incubators.

For the purpose of facilitating and continuing communication with customers, DCL has launched its website www.dcl.ae for several years, which includes details about the activities and services of the laboratory to develop and facilitate access to all stakeholders and members of the community and to update them on the laboratory services and quality.

Dubai Municipality follows the advanced best practices to suit the growth of the economic movement in this field while maintaining the standards and requirements for consumer protection by providing the best services to its customers and developing them continuously, especially in the field of consumer products, in order to protect the consumer from non-conforming products that harm public health and safety in the first place and providing flexible services that suit the needs of the modern business world.

The first day witnessed a great response to the Municipality’s stall, which confirms the role of DCL in ensuring the safety of products for consumers in the field of cosmetics and personal care through tests and analyses to detect potential harmful substances.
